Project summary

Marsco Architecture master planned redevelopment of an existing resource recovery facility on a North Island industrial site, with design completed in 2021. Working alongside the client's in-house engineer, the plan kept the well-regarded public recycling layout while separating it from paid refuse traffic, replaced uphill trailer backing with ground-level bunkers for metal, tyres and clean fill, and positioned a new enclosed industrial building on the greenfield rear of the site. The project is currently on hold pending client priorities.

Design narrative

The brief

The client needed a master plan for their existing resource recovery facility on a North Island industrial site, not a single new shed dropped onto a blank yard. The site already operated with a weighbridge, a public recycling drop-off and a refuse transfer setup where customers paid to leave general waste. Marsco Architecture was engaged in 2021 to plan how that working site could evolve without throwing away what already functioned well.

The public recycling area was widely regarded for ease of use, but reaching it meant driving through the operational yard in front of trucks leaving with loaded refuse. That conflict between public convenience and heavy vehicle movement was the core problem the master plan had to resolve. The client also wanted a credible path toward specialist disposal for metal, car tyres and clean fill, and room for a new enclosed industrial building on the greenfield rear half of the property.

Marsco worked closely with the client's in-house engineer throughout, reviewing operational models already working at comparable facilities around New Zealand and translating that field knowledge into a site-specific plan that respected existing structures, services and daily carting movements from transfer station to landfill.

Design decisions

The master plan separated public recycling traffic from paid refuse customers with distinct entry and exit paths. Public users would no longer drive in front of refuse trucks exiting the yard. That decision protected both safety and the recycling experience that customers already valued, while giving operational staff clearer control over where each vehicle type moved on site.

Refuse handling was rethought around ground-level bunkers rather than the existing ramp-and-container arrangement. The old setup required cars and trailers to back up an incline so rubbish could be tipped into open-top shipping containers, which were then loaded from below onto carting trucks. Heavy clean fill in particular created real anxiety for drivers wondering whether a handbrake would hold on the slope. The proposed bunkers moved specialty materials such as metal, car tyres and clean fill to bottom-level tipping points where gravity worked with the operator instead of against them.

A new enclosed industrial building was positioned on the greenfield rear portion of the site, sized to support larger carting loads and fewer trips to landfill. That building sat within a wider framework that also converted the existing general refuse drop-off zone into dedicated bunker bays over time, so the site could handle multiple waste streams without one operation blocking another.

Vehicle routes were planned to use existing site entries wherever practical and to avoid demolition of structures still needed for current operations. Priority access paths were reserved for large carting trucks that bulk-haul consolidated waste, because reload time at a transfer facility directly affects how many round trips a fleet can run in a day.

Materials and systems

The master plan worked with the site's existing hardstand areas rather than assuming a clean-slate civil platform. Concrete yards, weighbridge approaches and established turning paths carried real value because they were already proven under daily truck loading. New works were located where they complemented that infrastructure instead of forcing wholesale reconstruction of ground that already functioned.

Specialist disposal bunkers for metal, car tyres and clean fill were planned as robust ground-level receiving points sized for the vehicle mix that uses a public resource recovery facility. The bunker concept replaced open-top containers on a ramp with fixed receiving zones that carting equipment could service from below or alongside, depending on the waste stream. That shift removed a recurring safety and usability problem without reducing throughput for the transfer operation.

The proposed enclosed industrial building on the greenfield rear of the site was conceived as a weather-protected processing and loading space for modern carting fleets, with structure, door positions and internal clearances considered together with the yard geometry that feeds them.

Existing wastewater and stormwater lines across the hardstand areas strongly influenced where new works could sit without expensive relocations. The plan kept new building footprints and bunker zones aligned with infrastructure that could remain in place rather than moving services for marginal layout gains.

Challenges

The hardest constraint was an operating site that could not simply shut down while a new layout was tested on paper. Public recycling, refuse drop-off, weighbridge operations and carting movements all had to keep working while the master plan described a future state that would eventually reorganise them. Every proposal was checked against what already existed on the ground, not against an idealised greenfield diagram.

Balancing two different customer experiences on one compact industrial yard required more than drawing separate arrows on a plan. Public recycling users expect simplicity and visibility. Refuse customers and carting operators expect speed, clear priority and minimal conflict with other traffic. The separate entry and exit strategy only works if signing, gate positions and staff workflows support it once built, which is why Marsco developed the layout alongside the client's in-house engineer who understood daily operations from the inside.

Local planning rules added a landscape layer that industrial operators sometimes underestimate until it appears late in a resource consent process. Boundary planting needed space, maintenance access and a credible long-term landscape concept integrated with security and visibility around the yard. Treating that requirement as a design input from the start avoided a common failure mode where operational layouts are fixed first and planting is squeezed into whatever margin remains.

Underground services across existing concrete hardstand areas created immovable anchors in plan. Wastewater and stormwater routes that had served the site for years dictated where new bunkers, buildings and pavement extensions could land without triggering costly cut-and-fill or pipe relocations.

Outcome

Marsco delivered a resource recovery facility master plan for a North Island industrial site that treated vehicle movement, public safety and specialist waste streams as the primary design generators. The proposal kept the recycling setup customers already praised, removed the uphill backing problem from refuse and clean fill handling, planned bunker-based specialty disposal, and positioned a new enclosed industrial building where the site could grow without unravelling current operations.

The client's project manager reflected the value of that operational depth in feedback on Scott's approach to industrial sites. The master plan did not pursue layout novelty for its own sake. It applied working models from comparable facilities around New Zealand to a live industrial yard with real services, real trucks and real customers using the site every week.

The redevelopment remains on hold as of publication, so no building consent package from this master plan has proceeded to construction under Marsco's involvement. The 2021 planning work nonetheless demonstrates how resource recovery facilities benefit from design led by someone who understands how yards actually run, not only how they appear on a drawing.
