A site master plan underpins the whole programme: every heavy vehicle route and turning circle was mapped on a flat plot before building positions were fixed, with user error margins applied by driver competence. Design narrative
The brief
The client operates in the waste industry on an existing industrial site in the South Island and needed a full industrial development, not a single building in isolation. The programme covers a family of industrial buildings erected in stages as the business evolves, with each phase able to come online without losing safe vehicle access or operational clarity.
Site master planning was a core part of the scope, not a separate exercise. Before any building form was fixed, Marsco Architecture mapped the site's vehicle fleet, drew every route with its turning circle and added user error margins to those paths. On a typically flat industrial plot, traffic flow was the real constraint, and the master plan had to resolve that before the industrial development could proceed with confidence.
Marsco was engaged as lead designer for the industrial buildings and the site master plan that governs how they sit together. The client wanted operations that minimised dependence on staff oversight, which meant the layout had to make the safe route the easy route. Different vehicle classes use different entry points, follow different hierarchies on site and carry different time pressure. Commercial vehicles that are on the clock needed priority through the circulation system. Those rules were design inputs from the outset.
Council has been involved early in the programme. The industrial development is staged, with stage one currently at council for building consent on Building One. That first building sits where the site master plan requires, so later stages can follow without unpicking access geometry that was only ever provisional.
Design decisions
The site master plan treated vehicle movement as the primary design generator for the wider industrial development. Every route was drawn with its turning circle before buildings were placed. Each vehicle class was assigned a colour in the planning drawings so different swept paths, entry points and route hierarchies could be read at a glance. That colour-coded traffic model became the reference for where structures could go, where public access had to stay out and where buffer space had to remain clear for driver error.
User tolerances were calculated from expected competence. Known operator groups received margins matched to how they use the site every day. Where behaviour was less predictable, such as public movements, an extra buffer was added. Accidents cannot be designed away entirely, but layout can remove the high-stress moments where people lose confidence and take shortcuts.
Trailer backing areas were resolved for how New Zealand drivers actually reverse. When a driver cannot fully straighten the vehicle and trailer before backing, which is common at boat ramps and industrial yards alike, the trailer should still be visible in the right-hand mirror. Marsco shaped the backing geometry so that even when a driver has not pulled forward far enough, they can still see the trailer in the right mirror and recover the manoeuvre without panic. That is the sort of detail users rarely articulate, but it is often why one facility feels easier to use than another offering the same service.
Building placement and orientation within the industrial development gave significant weight to wind. On an open site, wind affects door use, dust movement, queuing comfort and how public areas stay within their designated zones. Keeping the public to exact designated areas reduces accident potential and makes enforcement simpler without relying on constant staff intervention.
The site master plan aligned building erection order with the fast, changing nature of the business. Each building in the industrial development was planned for multiple use and future flexibility so the site could adapt without a full replan every time operations shifted. Marsco also maintained an open position on change under the right conditions. Many design practitioners resist late adjustments to protect their own programme and margin. On a live industrial site, sensible change is sometimes the difference between a plan that works on paper and one that works on the ground.
Materials and systems
The industrial buildings are being developed as a coordinated set rather than as unrelated sheds added one at a time. Envelope, structure and services decisions for Building One are being made with later stages of the industrial development in mind, so materials and junction details chosen now do not block sensible expansion or reconfiguration later.
Site circulation was treated as a designed system within the master plan, not as leftover space between buildings. Pavement widths, gate locations, queuing zones and separation between public and operational areas were resolved together with the building footprints. Where technology could reduce reliance on staff directing traffic, that was considered early so the built layout and any operational tools supported the same objective.
Wind-responsive orientation influenced how openings, canopies and external work zones were arranged across the development. On a waste industry site, wind does not only affect comfort. It affects where dust and odour travel, how doors are used through the day and whether designated public zones remain practical in poor weather.
Because the industrial development is staged, documentation for Building One includes the site master plan logic that council and future contractors will need to understand why that building sits where it does. That reduces the risk that an early consent package reads as a standalone structure when it is actually the first move in a longer development strategy.
Challenges
The site topography was typically flat, which removed slope as an obvious design driver but left traffic flow as the dominant challenge for both the site master plan and the buildings that follow. When land looks simple, it is easy to underestimate how many vehicle classes, entry points and time priorities must coexist without conflict. Mapping every route and turning circle before fixing buildings was essential.
Balancing route hierarchy was more complex than drawing a single truck path. Vehicles on the clock needed priority, but that priority could not undermine safety for other site users. The colour-coded route model helped the client and Marsco test those priorities visually before anything was submitted for consent.
Designing for real driver behaviour, not ideal driver behaviour, shaped margins throughout the site master plan. Public users received wider buffers. Regular operators received tolerances matched to competence. Trailer backing geometry was tested against the common failure mode where drivers do not pull forward far enough before reversing.
Staging the industrial development added another layer. Building One had to be consent-ready while the wider site master plan still had to remain credible for later phases. Early council engagement helped test that the first building could proceed without trapping the site in a layout that future stages could not follow.
Keeping public movement inside exact designated areas required tight coordination between master plan zones, building placement and wind-oriented outdoor spaces across the development. The aim was to make compliance intuitive rather than dependent on constant supervision.
Outcome
Marsco is delivering an industrial development for a waste industry operator where vehicle movement, resolved through a detailed site master plan, governs how buildings sit on a flat South Island plot. Stage one, Building One, is currently at council for building consent in 2026, with the wider staged programme documented so later buildings can follow the same circulation logic.
