What are the stages of the architectural design process in NZ?

The architectural design process in New Zealand moves through predesign, concept design, preliminary design, developed design and detailed design, then resource consent (where it applies) and building consent, and finally procurement, construction, contract administration and observation, code compliance (CCC) and the defects liability period. The stage that most decides whether your build runs smoothly is developed design, and it is the one most often skipped. What are the stages of the architectural design process in NZ?

A building design project in New Zealand runs in a set order, and each stage exists to remove risk before it becomes expensive. The New Zealand Institute of Architects describes a similar sequence in seven stages. The version below is how it runs in day-to-day LBP Design Class practice, from first contact to the end of the defects period, with the stages that most affect your build called out.

1. Predesign: everything before a concept exists. First contact, a meeting to understand what you want, then an offer of service built around a written brief. This is also where I collate the site information a design depends on: certificate of title, any geotechnical report, the council property file, service locations, and the zoning, easements and district plan controls that quietly govern what you can build.

2. Concept design: the creative stage most people picture when they think about design. Pencil meets paper and the idea of the building takes shape as plans, sketches and massing that answer the brief.

3. Preliminary design: the first hard look at compliance and coordination. Early Building Code and district plan checks begin, and the specialist consultants a project needs (structural, geotechnical, civil and others) start to be brought in.

4. Developed design:where the design is proven buildable before it becomes consent drawings. Details are added and rechecked, structural member sizes firm up, and each specialist's work is combined into one coordinated model so clashes are found on screen rather than on site. 5. Detailed design: the working drawings and construction details, drawn to the level council needs for building consent and a builder needs to price and build.

Resource consent (when needed) deals with land use and planning, and only applies when your site or proposal triggers it. Building consentis council's approval that the design meets the Building Code.

Procurement and tendering is choosing the right contractor. Construction is when building work starts. Contract administration (progress payments, retentions and dispute resolution) and project observation (checking what is built matches the drawings) usually run together, mainly on larger or government jobs. Finally the code compliance certificate (CCC) signs the building off so you can move in, and a defects liability period follows, during which the contractor makes good minor defects.

Which design stage do people skip, and why does it cost you?

Developed design. Taking a concept straight to consent drawings skips the stage where a design is actually proven to work, and the problems that should have been solved on screen turn up on site instead. On site they arrive as variations: work priced differently from the consent drawings the builder first quoted, at the point where changing anything is most expensive.

I spend real time on this stage because I have seen what happens without it. Developed design is where exact structural member sizes are confirmed, junctions between trades are resolved, and every specialist's work is brought into one coordinated model so clashes are caught before anyone orders steel or pours a slab. It is unglamorous, and it is the single biggest protection against a build that stalls or blows its budget.

This is most obvious on insulated panel and industrial work, where a panel layout that looks fine in a concept can be unbuildable once fixings, flashings and NZ seismic bracing are drawn in full. A large share of the work I am brought in to fix is exactly this: designs that never had a proper developed design stage. When do you need resource consent as well as building consent?

Building consent applies to almost all building work; resource consent only when your proposal breaks a planning rule. Building consent is council confirming your design meets the Building Code. Resource consent is a separate planning approval about land use: height, boundaries, zoning, earthworks, protected trees and the like. Many straightforward projects need only building consent. Sites with district plan overlays, infill, or sensitive environments often need both.

In the Manawatū that planning layer is usually lighter than in Auckland or Wellington, which keeps a lot of projects to building consent alone. It still pays to check early, because finding a resource consent trigger late reorders your whole programme. Palmerston North City Council and Manawatū District Council each have their own expectations for what a complete application looks like.

Once building consent is due, statute gives council 20 working days to decide a complete application, and that clock pauses every time they ask for more information. You can lodge it yourself, but in my experience clients rarely save money doing so: dealing with councils is an acquired skill, and a pack that draws a run of requests for information costs far more in delay than it saves in fee. What happens during construction, observation and sign-off?

Once consent is granted the project moves from paper to site: you choose a contractor, building starts, someone administers the contract and observes the work, and the build finishes with a code compliance certificate. Each step has a job to do.

Procurement and tendering is how you choose a builder, and it matters more than most clients expect. There are several ways to run it, from a negotiated price with one trusted contractor through to a competitive tender, and the right choice depends on the job and the market. Get it right and construction runs smoothly. Get it wrong and it can be the hardest part of the whole project.

Contract administration is the management of money and time during the build: assessing progress payments, holding retentions, and handling variations and disputes. On larger government projects, it is more common for the client to appoint a dedicated project manager to oversee it. Project observation runs alongside, checking that what is being built matches the drawings. Because the designer drew those drawings, the designer is usually best placed to do it, and it is not always needed on smaller jobs.

When the contractor says the work is practically complete, the remaining items are listed and finished, warranties are collected, and council issues the code compliance certificate (CCC) that lets you use the building. A defects liability period then runs (commonly 3, 6 or 12 months) during which the contractor returns to make good minor defects that show up in normal use.

What do you actually need to do to start?

It helps if you can point us at the basics of your site: the address and certificate of title, anything you already hold from council, and a rough sense of budget and timing. If you do not have these, gathering them is part of predesign and we handle it. The earlier we start, the more of the value lands in the stages that prevent problems rather than the stages that fix them.

Not every project needs the full sequence. A simple extension on a flat site needs far less than a new home on a difficult site or an industrial panel building, and part of predesign is matching the level of design to what your project genuinely needs.
