What determines the cost of architectural plans in NZ?
The reason online fee ranges swing from a few percent to fifteen percent is not that the industry cannot agree. It is that “architectural plans” can mean four very different deliverables, and the fee follows the scope of work rather than the job title. In rough order of increasing scope, the tiers I quote on look like this.
Drafting onlytakes a design you have already settled, or a builder's sketch, and turns it into consent-ready working drawings. No design development, no consultant coordination. Typically 1 to 4% of build cost, or a fixed fee of $1,500 to $8,000 for a simple job.
Concept design only develops floor plans, elevations and the overall feel of the building, then hands over before detailed documentation. Around 4 to 5% of build cost. Full design through consent runs concept, developed design, detailed design, consent documentation and lodgement, so the plans are good to build from and the consent is won. This is the standard residential package and commonly sits at 8 to 12% of build cost for an LBP Design Class architectural designer. Full service plus construction observation adds site visits, variations and builder coordination through to completion, which pushes the figure higher again.
Those bands are for residential work. Commercial and industrial projects, which is a large part of what we do, are usually quoted differently: often a fee proposal built up from the actual documentation and coordination effort rather than a straight percentage, because a warehouse or cool store envelope carries a very different design-to-value ratio than a house.
Architectural designer, architect or draftsperson: how do the fees differ?
The three titles are not interchangeable in New Zealand, and the difference is worth understanding before you compare quotes. “Architect” is a protected title held only by people registered with the New Zealand Registered Architects Board (NZRAB), which requires a masters degree, supervised experience and a registration exam. Registered architects tend to work on commercial, institutional and high-end residential projects, and their fees reflect that.
An architectural designer does architectural design without NZRAB registration. The credible ones hold an LBP Design Class licence, which gives the legal authority to design and supervise restricted building work (most structural residential design) and to sign the Records of Work councils require. For equivalent residential scope, designer fees typically run 10 to 25% lower than a registered architect. I hold LBP Design Class (BP140325), so for a new home, extension or most commercial work my documentation carries the same legal weight at consent as a registered architect's, without the registered-architect fee.
A draftspersonis a technical role that produces drawings rather than leading design. That suits a homeowner who already knows exactly what they are building and needs it documented. Some draughtspeople hold an LBP licence and many do not, which matters the moment restricted building work is involved. Why is cost per square metre the wrong way to price plans?
Cost per square metre is a build-cost measure, not a design-fee measure. Fees anchor to the total build cost, so the cleanest way to estimate them is to take a realistic build cost and apply the tier percentage. As a rough 2026 guide, a standard-quality NZ build runs around $3,500 to $5,500 per m², a designed mid-range home $5,500 to $7,500 per m², and high-end or complex sites $7,500 per m² and up.
Apply a full-service fee to that and you can back out a per-square-metre design figure if you insist on one, but it will mislead you on small projects. The work to design a compact home is not proportionally cheaper than a large one: the fixed effort of resolving the plan, detailing junctions and preparing a consent set is roughly the same whether the floor area is 120m² or 220m². That is why fee percentages often climb on smaller builds, where the same design work is spread across a smaller budget.
If your first question is the exact fee, I would gently reframe it. Does it cost less to get plans in the Manawatū than Auckland?
Usually, yes, though the design fee itself follows build cost rather than postcode. Most of the online fee guidance is written for Auckland, where the Unitary Plan overlays, Watercare requirements and viewshafts genuinely add design and coordination time. A comparable build consented through Palmerston North City Council or Manawatū District Council rarely carries that same planning complexity, so the coordination effort baked into the fee is often lower.
Regional build costs also tend to sit below Auckland for equivalent quality, and because the fee is a percentage of build cost, a lower build cost pulls the dollar fee down with it. The trade-off is that council practice varies: PNCC, MDC and Horowhenua each have their own infrastructure standards, flood and wind considerations, and documentation expectations. Plans drawn to a generic national template still draw requests for further information here if they do not reflect the actual site and the local processor's expectations.

What sits outside the architectural plans fee?
The design fee covers the architectural work. Several other costs sit outside it and need budgeting separately, and missing them is a common way projects feel like they have blown out when really they were under-scoped from the start.
Typical separate line items on residential work include a geotechnical report ( $3,000 to $5,000), structural engineering where there is structural change ( $2,500 to $6,000), a topographical or boundary survey ( $1,500 to $5,000), and fire engineering where the building type requires it. On top of that sit council building consent fees ( $2,000 to $10,000 and up for residential), resource consent if it is triggered, and development contributions on new dwellings, which vary considerably by council.

How should you weigh the price of plans against the value?
The most useful way to read a design quote is Price = Cost + Value. Cost is the hours and overhead behind the drawings. Value is the quality of thinking that goes into the design, and the years of applied judgement behind it. Your job is to work out how much value your project actually needs, because a quote can carry too little value for the job, or occasionally more than the job warrants.
An analogy I use: if your child cuts their knee, a nurse can put the stitches in perfectly well, and a heart surgeon doing the same stitches would be overkill. If your child needs a hole in the heart closed, the surgeon is essential and the nurse would be out of their depth. Building design works the same way. When the job changes, the skill it needs changes with it. A simple, well-understood build may only need drafting, while a complex site, an unusual brief, or a building that has to perform needs a different level of expertise.
Expertise comes from exposure. In any field, doing something a handful of times does not build the pattern recognition that years of repetition does, which is why a design produced by someone who rarely designs tends to look and live like exactly that. Match the skill to the stakes and you neither overpay nor, far more commonly, underbuy the design your project needed.
When does the cheapest set of plans end up costing the most?
Almost never at council, which is the cost most people worry about. Plans getting stuck at council is normal, it is part of the process, and the original designer works them through it. The cost that actually hurts is the one that never appears on the quote: the quality of the design you end up building.
It stays hidden because the thing most people compare against is another ordinary design, drawn by a draughtsperson who is documenting rather than designing, or by a builder having a go at the design, which is usually easy to spot and not a compliment. Ordinary looks normal because most of what gets built is ordinary. The gap between an adequate design and a genuinely good one does not show in the consent set. It shows in how the space feels, how well it functions day to day, and in the numbers at resale, where saving a couple of thousand on plans can quietly cost you far more when you sell.
It helps to know what council does and does not check. Council keeps the floor high on structure, weathertightness, egress and the rest of the Building Code. It does not judge whether a space feels right, functions well, meets your brief, or delivers the sense of quality you are paying for. It also does not check buildability, so the items that genuinely slip through tend to be sequencing problems, details drawn in an order that cannot actually be built, rather than code failures. Insulated panel buildings are where I see this most: fixings and sequencing that read fine on a drawing but cannot be built as shown, or do not meet NZ seismic loading.
None of this means you must buy the most expensive service tier. It means matching the tier to the project honestly. A simple extension to an existing spec house, on a flat site, may genuinely only need drafting. A complex site, an unusual brief, or a panel building needs the design judgement that protects both how it is built and what it is worth later.
